Elina Karakulova is a Kyrgyzstani media expert with 15 years’ experience working in the media and media development sphere. She has worked in diverse roles including as an editor, media analyst, public communications manager, media educator, and media policy and advocacy expert. She was the Chief Editor for the Institute for War and Peace Reporting’s regional Central Asian project from 2006-2008. Elina has experience working with several intergovernmental organizations like the OSCE/ODIHR and UNDP, as well as working as an instructor for the American University in Central Asia’s Mass Communications Department. From 2011-2016, Elina served as the Director of the Freedom of Information Program at Soros Foundation Kyrgyz Republic. She is a well-known advocate across the sector and an expert on digital broadcasting, data journalism and people-metering (audience measurement). She has been an official member of the National Council on Information Policy of the Kyrgyzstani Ministry of Culture and Information since 2014. In 2016, Elina joined Internews as Country Director for the Kyrgyz Republic.
