How do Ukrainian refugees in Moldova access information about refugee services? What information is available, and importantly, who is missing out? And how does trust in information sources impact information access?
Two Information Ecosystem Assessments were commissioned by the UN Refugee Agency (UNHCR) in Moldova, first in 2022-23 with a follow up assessment in 2023-24. The first assessment aims to better understand how Ukrainian refugees and Moldovan citizens create, access, and share information about the Ukrainian refugee response. It identifies barriers to accessing quality information, risks in information access, and information gaps which could contribute to misinformation and social tensions.
The second assessment focuses on accountability to affected people, including complaints and feedback mechanisms. This assessment utilises the Trust Analytical Framework to understand trust in key information sources for refugees in Moldova, and the way transparency around the response and community agency interacts with accountability and information access.
Both reports include executive summaries, key findings and practical recommendations for media, humanitarian, or governmental service providers.
Research was conducted between November 2022 – February 2023 (for the first IEA) and November 2023 – February 2024 (for the second IEA). Both assessments include the perspectives of more than 2,000 Ukrainian refugees, Moldovan citizens, Government and aid service providers.
